JC Police: Two charged with child neglect after Wilson Ave. meth incident

A Johnson City couple arrested Sunday on drug and child abuse charges told police they smoked meth that night while their 2-year-old and infant sons were in their apartment.

Jeremy Ryan Parks, 30, and Sarah Jean Rose, 24, were each charged with two counts of felony child neglect and one count of unlawful drug paraphernalia.

Police went to the couple’s apartment at 110 Wilson Ave., Apt. 1, to check on a disturbance. Parks and Rose were arrested after police determined that they were under the influence of methamphetamine, according to court records.

“They were under the influence of a substance and could not speak lucidly. They were extremely jumpy and could not sit still,” according to a court record filed by Johnson City Police Officer Erica Ehasz.

Children’s Protective Services responded to the scene and took custody of two small children.

During the investigation, officers found used needles, empty baggies – commonly used to package drugs – a nylon cord, tinfoil, spoons with white residue on them and lighters in a bag at the bottom of a diaper pail in the kitchen.

Parks and Rose were arraigned on the charges in Washington County Sessions Court on Monday. They were being held in the Washington County Detention Center on $21,000 bond each and have a hearing scheduled for March 12.
